Review of minutes from December 16, 2020 Action Item

Community Comments:

  • Justin Withrow requested approval to manufacture and sell firearms and ammunition out of his shop. Council said at this time there are no rules prohibiting such action. Council is ok with the approval.
  • Glen Bee presented a request for snow to be left on 50 East to run dogs with sled. Nothing was decided.
    • Camp ground – At this time, the Comprehensive Plan and Ordinances need to be reviewed regarding campgrounds. Any requests for campgrounds should be brought to the City Council meeting.

Mayor:

  • Final inspections (Donna Passey) Mayor has not been able to do the final inspection. Will follow up.
  • Discuss Survey Action Item
    • The Mayor discussed a land survey for intersections throughout the City. This would cost $2000-$3000. Shawn requested more information on what they would be doing and the actual cost.
    • The community survey: Reviewed as a group and it was decided to go ahead with it and mail it to all residents. This needs to be done before moving forward with the Ordinances.
  • Ordinances (Tabled until the Survey is complete) Action Item
    • Public-Right-Of-Way
    • Short Term Vacation Rental and licensing
    • A special meeting will be scheduled following the survey results.

Sewer:

  • Generator has been received but not installed yet.

Water:

  • Discussion with the Mayor on emergency water line between Paris and Bloomington
    • It was stated that this water line was for a secondary water source between Bloomington and Paris, not for personal homes.
    • If anyone wants Bloomington water for hook up outside city boundaries, their only option is to annex from boundary to their property; run a separate water line to their property; engineering must be completed prior to any approval.
  • Water from the water sculpture at the Bateman’s is flowing over 50 East. It is freezing and causing a hazardous driving condition.
    • Council requested a letter be sent to Homeowner’s that have ice creations from running chlorinated city water be requested to disconnect the water.
  • Shawn Turner completed his water recertification.
  • Water bond for Bloomington-Paris water line has been paid off.

Roads:

  • Status of non-working street lights
    • Dan spoke with Rocky Mountain Power again (2 street lights not yet repaired). RMP’s records show that they had been repaired. Another work order ticket was opened and should be repaired in 3 days.
    • Shawn Turner will check into Dark Sky Government funding to replace current street lights with solar lights and provide information to the Council (Go Green)

City Offices/Hall:

  • Status of remodel
    • Phase 1 is almost complete – window frame (front office), door frame (bathroom), air vent (near front office) needs to be completed. Finish work on three new doors and bare wood around windows. Minor caulking and repair need to be completed.
    • Request for a new vacuum cleaner was approved.
  • Status of motion light outside the hall
    • Tim has the light and mechanism and will complete

Follow Up:

  • 5 County Coalition meetings – next meeting January 28, 2021 10am-12pm (cancelled)
